How should offshore vessels below 5000 GT report in S-Log Recorder?
Guidelines for Offshore Vessels Reporting Within the EU MRV Scope
As of January 1, 2025, offshore vessels of 400 gross tonnage (GT) and above will be required to comply with the EU MRV Maritime Regulation. This regulation introduces mandatory monitoring, reporting, and verification (MRV) of CO₂ emissions for voyages connected to the European Economic Area (EEA).
Key Definitions
1. Port of Call: A port where the ship stops to load/unload cargo, embark/disembark passengers, or relieve the crew.
Exclusions:
- Stops for refueling, obtaining supplies, or
- Stops due to distress, adverse weather, or search and rescue
- Ship-to-ship transfers outside port (STS)
- Stops at neighboring container transshipment ports identified in Implementing Regulation (EU) 2023/2297
2. Voyage: Defined as the movement between two ports of call, including all activities performed between them.
3. Offshore Facilities as Ports: Facilities such as FPSOs, FSRUs, and permanently connected loading buoys with assigned UN/LOCODEs.
Reporting Requirements
- Voyage-Based Reporting:
Offshore ships must report:
- Arrival and Departure events for all ports of
- Noon/Midnight reports supplemented by Arrival/Departure
- Emissions resulting from ship movements within the port of call.
2. Port Activities:
Monitor and report emissions from:
- Cargo loading/unloading.
- Crew/passenger embarkation/disembarkation.
- Time spent in port performing specific operations.
3. Cargo and Passenger Reporting:
Report either:
- Cargo mass (MT), or
- Deadweight carried as per the vessel’s MRV Monitoring Plan.
Record the number of passengers and crew on board.
4. New Location Type - Worksite:
For activities such as pipe-laying or drilling, use the Worksite location type for precise
reporting.
5. ‘Other Event’ Options for Offshore Vessel Type
With the new version of S-Insight Log, new reasons introduced in the 'Other' event for the 'Offshore
ship' type, ensuring better tracking of specific activities such as Dredging, Ice breaking, Pipe laying,
and more. These new reasons are only available for Offshore ships, while the existing reasons
remain for other vessel types.
6. Idle Voyage Reporting:
Use the Idle Voyage type for scenarios with multiple daily operations, requiring:
- A begin time and position, but no end position.
